Recommendations for the carrier when accepting cargo

Whenever possible, check that the number of packages matches the documents, in particular the CMR invoice. Make comments (see below) on the invoice if:
1. You cannot make an accurate count (because there are too many packages or they are not available for counting).
2. You cannot count the load because the trailer or container is already sealed.
3. You cannot determine the exact weight of the cargo (for example, when transporting metal, wet-salted skins, etc.)
4. The number of packages does not correspond to that indicated on the CMR. As much as you can, check the condition of the shipment. Make comments (see below) on the invoice if:
5. For some reason, you cannot check the status of the goods.
6. There is any noticeable damage to the shipment.

Check the condition of the container (including the roof if this can be done without risk to your life). If you notice problems with the container, make a note on the invoice. Check the seals, check its condition by comparing the seal number with the number indicated in the relevant documents. Do not accept the shipment if the seal is broken or its number does not match the number indicated in the documentation.
If you have to make reservations on the CMR, write clearly and legibly, date and sign what you have written. For example, the following clauses are possible:
“Unable to recalculate seats” / “Accepted without recalculating seats”
“Unable to check the quality of the shipment” / “Accepted without quality check”
“Unable to check the weight of the cargo” “6 cm hole in the lid of the container”
“Only 1050 seats accepted for transportation”
“2 pieces of glass damaged/broken”

You must ask the person handing over the shipment to you to sign the CMR waybill and thus confirm the noted damage or shortage of the shipment. If that fails, ask him to sign the bill of lading, at least with the caveat that it has no predetermined legal effect.
Your comments must be included in all copies of the CMR waybill. Refuse to accept the shipment if you are provided with a CMR waybill without a copy of the sender (without the first sheet) for making comments. Notify your company or a representative of the Forwarding Company immediately
